Helps if you have the game installed to an SSD. People have problems getting 60 frames with the latest graphics cards with the 4k package installed so dont feel bad. Use the FPS limit and set that to 60 as well so your card isn't trying to produce more frames than needed. You'll get about 10-15 frames with very little quality loss. Shut off geomapping, ambient occlusion, motion blur, and turn shadows to low.
